I'm Jay Wilburn, Full Stack Developer and UX Designer.
About Me
I'm a full stack developer and UX designer from Chicago, IL. I've been in web development for over 7 years. I love being creative and truly enjoy the work I do.
I started teaching myself HTML and CSS in 2009 and then attended WGU University to pursue a degree in Computer Science and further my skills. I later began contracting design and development work for small businesses which gave me the idea to start my own design boutique, so I started Wilburn Creative. My mission is to provide a great web experience with results you can trust.
I'm also a husband, father, singer/songwriter, and enjoy traveling and having fun with my family and friends. I'm also a die hard Chicago Bulls and Bears fan.

AWG GLOBAL
This is a website I designed for a transportation company using the Zurb Foundation framework, a few jQuery plugins, and a cool video background on the home page. This client is planning to launch the website this Fall.

Gemma & Jet
This is an independent fashion designer marketplace I built using Ruby on Rails, Stripe, and some other very cool gems. I designed the UI, front end, and back end myself. This was one of the coolest and most fun projects I've done so far. The client is planning to launch in 2016.

Stax Cafe
Stax Cafe is a great restaurant located in Chicago on Taylor Street. I met the owner a few years a go and we sat down and built the website together and it was a great experience. They have re-branding plans next year so we may be building something else very soon.

Moments By Katrina
Moments By Katrina is a photography company started by my wife, Katrina Wilburn. We sat down and created her vision from scratch using WordPress and a custom built theme that I created. In the end, she was very happy and has had great success with her business.

Project Timeline
- Initial consultation and project scope will be delivered within 5 business days of service agreement
- Project timelines will be outlined in your custom proposal, typically ranging from 4-12 weeks depending on complexity
- Regular progress updates will be provided every week via email or scheduled video calls
- Final deliverables will be provided according to the agreed-upon project timeline
Service Delivery Process
- Discovery phase includes requirements gathering and project planning
- Development occurs in scheduled sprints with regular client feedback sessions
- Website staging environment access is provided for review
- Final deployment occurs after client approval
- Post-launch support is provided for 30 days after site deployment
Cancellation Policy
Project Cancellation
- Projects can be cancelled within 3 business days of signing the service agreement for a full refund
- Mid-project cancellations are subject to payment for work completed up to the cancellation date

- For ongoing maintenance plans, cancellation requires 30 days notice
Refund Policy

- Failure to deliver agreed-upon project milestones
- Service outages or technical issues caused by our team
- Significant deviation from approved project specifications

Refund Process
- Refund requests must be submitted in writing with detailed reasoning
- Claims will be reviewed within 5 business days
- Approved refunds will be processed within 10 business days
- Refunds will be issued to the original payment method
- Partial refunds may be issued for partially completed work
Non-Refundable Items
- Initial consultation fees
- Third-party purchases (domains, hosting, plugins, themes)
- Completed and approved project phases
- Custom development work that has been delivered and approved
Payment Terms
Project Payment Schedule
- 50% deposit required to commence work
- 25% due at project midpoint
- Remaining 25% due before final deployment
Service Level Agreement
Response Times
- Emergency issues: Within 4 hours during business hours
- Non-emergency issues: Within 1 business day
- Regular updates: Weekly
- Business hours: Monday-Friday, 9 AM - 5 PM Central Time Zone
Amendments and Revisions
Website Changes
- Minor text and image changes included within 30 days of launch
- Major revisions or new features will require a new service agreement
- Two rounds of revisions included in initial project scope
- Additional revision requests billed at hourly rate
